Priority products published for ‘Technology Focused Industry Move’
The Official Statement of the Ministry of Industry and Technology on Making Amendments to the Priority Product List entered into force after being published in the Official Gazette on February 27, 2021. Within the scope of “Technology Focused Industry Move”, which has medium-high and high technology level, with the aim of increasing value-added production. The list of products to be supported in order to ensure domestic production or to increase production capacity in 7 focus sectors has been published and it is planned to make 4 calls in 2021. While selecting the products, basic criteria such as contribution to the current account deficit and export potential, product complexity and concentration indices, value added per investment, product forward and backward linkages were taken into consideration.
Towards the value-added production increase goals of Turkey, in order to reduce the 51 billion USD deficit in the medium-high and high technology level, focused industries and to increase the domestic production capacity in these areas, the priority products have been identified in the 11th National Development Plan. Within the scope of “Technology Focused Industry Move”, the sectors with medium-high and high technology level are ‘Chemistry’, ‘Pharmacy’, ‘Medical and Dental Appliances Manufacturing’, ‘Computer, Electronics and Optics’, ‘Electrical Equipment’, ‘Machinery’, ‘Transportation Vehicles’ or any other critically important for the development of the sectors in these 7 fields. A list of 919 products and innovative fields selected from these sectors was announced in the Official Gazette.
From Smart Implants to digital twin technologies, from block chain to cyber security…
The lists were formed by The Ministry by taking into account criteria such as foreign trade data, global competition conditions, local and global demand trend, domestic production competence and capacity and contribution to sectoral and inter-sectoral technological development. Products will be defined at different levels as product codes, product qualities or technologies used, taking into account industry-specific dynamics. When the lists are examined, the following details stand out: In the List of Priority Products Regarding the Pharmacy Sector; there are “Personalized Medical Technologies” including innovative technologies for personal medical applications. In the Priority Product List Regarding the Manufacturing of Medical and Dental Appliances, in the Products According to the Innovative Technologies Field, there are ICT-Based Innovative Medical Devices, Innovative Medical Imaging Systems, New Generation Prosthetics and Orthotics products. Under Innovative Implants; there are products ranging from ‘Smart Implants’ that can generate and transmit signals, can release drugs and have similar features, to ‘Brain Implants’ that include neuro chips, brain computer cloud interfaces. Robotic Surgery Technologies are also under this title. With the scope of “Products by Innovative Technologies Field”, the Priority Product List for Computer, Electronics and Optics Sectors include display technologies, data and software infrastructure technologies. Under data and software infrastructure technologies; there are big data collection platform, service development platform, machine vision, image and video processing technologies (artificial intelligence-based, analysis, prediction and decision support systems), industrial internet of things platform, digital twin technologies, block chain technologies (product traceability, digital product marketing, etc.) and infrastructure.
“Next Generation Advanced Wireless and Mobile Technologies”, which includes subtitles such as applications for achieving performance increase with 5G and beyond technologies in end devices of the Internet of Things, non-terrestrial (air and space) networks and satellite devices, new generation network management and security applications, draws attention. Next Generation Smart Sensors, Wearable Technologies, Microelectronics Technologies, Other Electronics and Software Technologies are also among the subtitles There are remarkable products in Other Electronics and Software Technologies, including identity verification technologies, remote maintenance communication modules and augmented reality technologies, robotic process automation, artificial intelligence and cyber security technologies based on deep learning. According to Products by Innovative Technologies Field of the Priority Product List Regarding the Machinery Sector; there are also robotic and automation system components (data collection card, real-time operating system), advanced casting technologies, autonomous/semi-autonomous industrial and service robots. When the Priority Product List Regarding the Transportation Vehicles Sector is taken into consideration, in ‘Products by Innovative Technologies Field’, Autonomous and semi-autonomous concept vehicles, driver support and safety technologies, advanced material technologies, battery and energy management technologies draw attention.
‘Digital Transformation’ call will be made in July-August
The Minister of Industry and Technology Mustafa Varank shared the 2021 call plan of “Technology Focused Industry Move Program”, supporting investments that will manufacture 919 products of high technology level or having intense foreign trade deficit with domestic opportunities and capabilities. Varank stated that 50 billion USD will remain in Turkey and gave information on the called to be made regarding the priority products within the framework of the Technology Focused Industry Move. Various supports will be provided for investments in this scope; including investment location allocation, energy and capital support, VAT exemption, qualified personnel support and tax reduction. The details of the 4 calls planned to be made in 2021 within the scope of the program are a: “Call for Mobility” will be opened in March-April period regarding investments in transportation vehicles, electronics, electrical equipment and machinery sector. With the “Call for Health and Chemical Products” to be issued in the May-June period, investments for priority products in the pharmaceutical, medical device and chemical industry will be supported. Within the framework of the program, the “Digital Transformation” call will be made in July-August, and the “Structural Transformation in Production” call will be made in September-October.
